a toggle flip-flop gives

It divides by two.
For 800 pulses in, the
flip-flop will give 400
out.
In the circuit above,
each stage divides by
two, giving a total
division of sixteen.
For an input frequency
of 16 kHz, the output
frequency will be 1 kHz.
